ভারতের সংবিধানের 54 ও 55 ধারায় পরোক্ষ পদ্ধতিতে রাষ্ট্রপতি নির্বাচন হয় । গণপরিষদে অনেকেই প্রত্যক্ষ পদ্ধতিতে রাষ্ট্রপতি নির্বাচনের পক্ষে মত প্রকাশ করেছিলেন । কিন্তু সরাসরি জনগণের কাছে রাষ্ট্রের প্রধানকে ভোট প্রার্থী প্রতিপন্ন করার সিদ্ধান্ত যুক্তিযুক্ত বা সম্মানজনক বলে সমীচীন হয়নি ।

১৯২৮ খ্রিস্টাব্দে লক্ষ্মৌতে সর্বদলীয় সন্মেলনের পূর্ণ অধিবেশনে নেহেরু কমিটির প্রধান মতিলাল নেহেরু সংবিধানের একটি খসড়া পেশ করেন । এই খসড়া সংবিধানই নেহেরু রিপোর্ট নামে পরিচিত । এই রিপোর্টে অবিলম্বে ভারতকে স্বায়ত্তশাসন বা ডোমিনিয়ন স্ট্যাটাস-এর মর্যাদা দেওয়ার দাবি জানানো হয় ।

সূচনা:- মানুষের জন্ম থেকেই অরণ্য তার পরম আত্মীয়, অকৃত্রিম বন্ধু । অরন্যের ডাকেই ধরিত্রীর প্রথম ঘুম ভেঙ্গে ছিল । দিকে দিকে প্রচারিত হয়েছিল জীবনের মহিমা । ভারতীয় সভ্যতা অরণ্য কেন্দ্রিক সভ্যতা, অরন্যের কোলেই মানুষ গড়ে তুলেছিল তার প্রথম বাসস্থান । অরন্য দিয়েছে বেঁচে থাকার রসদ, প্রাণের নিঃশ্বাস, আশ্বাস ।
